you'll have ~6-8 bays for drives (depending on which pc), run any OS you are comfortable with such as Windows or a free one like OpenMediaVault. This gets you a proper NAS which can be expanded as you wish and is future proof. The goal here is to get storage that can be expanded and controlled by you, not some commercial company, and its going to be much cheaper. With a budget of $800 USD you can clearly afford to get Qnap/Synology if you really value the self contained unit, nothing wrong with that either.
For clients pick low cost devices like Pi2, Android boxes etc.
