PI Cache size smaller in Helix 14

I am running Kodi 14. Fresh install with Openelec 5.0
On Gotham the Cache buffer defaulted to 20mb on the Model B 512mb PI.

I have noticed that on Kodi 14 the OSD is reporting the buffer at 10mb.

Apparently there was a change to Kodi 14 which kept the cachememory buffer at 20mb but it halves it even when streaming from the internet.

I thought that this would only impact local AVI, MKV files.
Seems that the Cachebuffer is being reduced for streamed videos too.

I would have thought that having a 20mb cache is good - but now it has been halved?

Anyone else seeing this. Is it impacting streaming and causing buffering?

Yes, only half the cache is used for most file types as explained in the linked PR.
This is not Pi specific and applies to all platforms. I'm not keen on the current behaviour, but it is what it is.
If it is causing you a problem then open a thread in a general forum (most devs won't be reading this).
