Need Help/Advice for custom NAS/Server

Hey all

I am building a server for my home/office, I will list the hardware I am looking at shortly, but I am hoping people more knowledgeable than me can help shine a few lights on my questions...

I want to install a type 1 hypervisor, Hyper-V or ESXi as the main OS (with VT-d), and use a few Virtual Machines to run the following services:

1) File Server (NAS - the case should be hot-swappable)
will be used when needed, not often, but will also be used as the recording store for kodi backend

2) Kodi PVR Backend (tvheadend with recordings)
will be used mainly for LIVE TV, and only used a couple of hours during the evening

3) Services VM
will be running 24/7, very very very little resources required - currently runs on a raspberry pi

4) Windows Dev VM - will host Visual Studio and use RemoteApp
feel like trying this, not required, but will be used for probably 6 hours a day

The box will need to be on 24/7 due to (3), but also I don't want to turn it off - WOLan or WOWan may be an option...

My main concern is power usage, and ensuring I have enough power behind the machine for these VMs to run...

Q1 What hardware do you recommend for this (see below for my choices so far)?

CPU:
I currently have an i7-4770S http://ark.intel.com/products/75124/Inte...o-3_90-GHz sat in my desktop being heavily underutilised, so I am thinking of using that and replacing it with an i3-4130T http://ark.intel.com/products/77481/Inte...e-2_90-GHz

RAM:
Again, I have 2x8GB Corsair 2133mhz in my desktop, so will use 1x8 GB and leave the other in my desktop

HDD (for NAS):
I already have a single drive NAS with a 2TB WD Green, so will use that

MOBO:

Q2 What sort of power consumption / cost would the above hardware use if left on 24/7 to run these services?

Q3, is the 200w PSU in the case enough?

I know ideally I would use an i7-4770T, but unfortunately I bought the "S" only 9 months ago...

I want the price to be under £500 (ignoring the DVB tuner), lower the better due to WAF, she gets to spend whatever I spend... lol
