HTPC + Steam In-Home Streaming

Hey all,

So I am trying to decide my best option for building an HTPC capable of playing local media from my home server, streaming from some Kodi addons and, potentially the kicker, doing some Steam In-Home Streaming in the bedroom. I can get free copies of Windows from work plus I have an extra XBOX wireless controller receiver so that would likely be my chosen OS and input device. The question is, what is my best bet for getting the job done for a decent price, hardware wise?

I debated going the NUC route but that may be overkill? Like I said, I will likely stick to windows as everything is pretty straightforward regarding the xbox controller/receiver, steam, etc (I have an existing full sized windows case converted to HTPC hiding behind my living room entertainment stand and it works like a charm for all of the aforementioned plus music, karaoke, etc) but any ideas are welcome, aside from Pi's (I have a couple and not really interested in that route anymore).
