Another hardware question

Hello, I built a system a year ago and I used an ecs 847 motherboard with celeron CPU and Intel integrated graphics. I notice stuttering during fast movement or panning ob 1080p content. I'm thinking about upgrading or switching to amd.

Here is my questions
1) does amd offer better integrated graphics and if so can you recommend a board and cpu that doesn't cost in total then 80-100 bucks.

2) same question only for Intel.

Might be an out of the box suggestion, but Raspberry Pi 2 looks pretty good.

If you Win7 and have a spare 2.5"HDD and some compatible RAM lying around could I suggest you look at a Zotac BI320 bare bones edition when they are on special Sale from Newegg or Amazon (around $90-$100). You can even run Openelec / Kodi from a USB in a dual boot config. The Haswell Graphics will run rings around what you are looking at.
