Hello. How can I launch a program using Kodi user interface? I tried the add source button in programs list but it doesn't show .exe files.

OK I used the Advanced launcher from here: https://superrepo.org/kodi/addon/plugin.....launcher/

You extract the zip and copy the plugin folder to \Kodi\addons.

But why is this functionality not part of the default Kodi installation?

Because Kodi is designed to be home theatre application not a launcher.
