Chapter selection in a window will be added in v15. You can currently switch chapters by swiping one finger up or down. Additional gestures can also be configured: Touch controls (wiki) and https://github.com/xbmc/xbmc/blob/master...screen.xml

Yeah nobody is working on an UI for allowing to map gestures. You can only do it in xml and only the gestures which are there. For the UI this could be done via an addon for sure - it just needs someone interested in it and implementing it (not necessarily someone from the team but also 3rd party developers from the community).
