Google plans to let developers bring any Android app to Chrome OS using ARC?

Google is apparently now finally planning on letting all developers bring any native Android app to Chrome OS via its Chrome Web Store and run on Chromebox/Chromebit/Chromebook:

Wondering if this means that Google is now allowing (and might be willing work with) Team Kodi to bring Kodi for Android to Chrome OS as an native Android app that uses Android NDK?

Google's Android Runtime for Chrome (ARC) is a set of tools that should basically let any Android apps run on Chrome OS as if they were running under Android OS, including native apps. The latest edition of ARC (App Runtime for Chrome) is available as public Beta, and native apps is suppose to require at last Chrome OS v.42 Beta which is also available as a public Beta.

Not sure this is really as simple as they make it sound? And do you think that Google is willing to work with open source application developers like Team Kodi to help them improve ARC? Google had previously only been working with a handful of developers to bring support for a few select HTML5/JavaScript based Android apps to its Chrome OS operating system via ARC:

ARC Runtime can supposedly run Android apps at near-native speed on Chrome OS through a sand-boxed Dalvik VM.

Edit: ARC Welder app for Chrome is suppose to even let developers run Android apps in a Chrome Browser under any OS
