Does my dream device exist?

I'm looking for something that will meet the following criteria:

Small
Quiet (silent)
Low Power
Can play 4k video
Can play 24p video properly
Can play bitstream audio / HD audio (DTS-HD and Dolby HD Master Audio) This means the OS needs ALSA
Can run programs like steam so that I can use in-home streaming to play games on it.

How can I make this happen? I was looking into a chromebox with an i3 chip, but it looks like that won't run steam anymore: http://openelec.tv/forum/110-update-open...m?start=15

It will run steam, just not with openelec. You will have to run another linux.

Nice looking box, but the price will be high and HDMI 1.4 only does 4k at 30hz. That would make for a laggy interface.

then you'll need to use a display with a DisplayPort 1.2 interface or wait for boxes with HDMI 2.0 output (or wait for DP->HDMI 2.0 adapter cables).
