I use HDMI myself but I'm setting up this RPi v2 for my brother, who still has an old CRT TV, so has to use SCART. He's currently using a RPi B that way.
My Panasonic Plasma has a SCART socket, so I'm using that to set it up. I've tried
sdtv_mode=0
sdtv_aspect=3
and
sdtv_mode=2
sdtv_aspect=3
but with both the picture's completely out of sync from the moment I power it on and appears to be B&W, although I see some colour occasionally.
I know the RPi's composite/audio output socket uses some weird wiring but I bought one of those leads designed for iPods I think that breaks out in yellow, red and white plugs and I'm just connecting the yellow plug, which I think must be right or else I wouldn't be getting any picture at all (if yellow was in fact one of the audio channels).
The cmdline.txt just contains
boot=/dev/mmcblk0p1 disk=/dev/mmcblk0p2 ssh quiet
