I think for a fixed content some design and a grouplist can do the trick. For a dynamic content it's more complicated. However, asking myself about the navigation ... Down goes up, up goes down. Or have to set specifics for each quarter.

Personally I'd code it so right is clockwise and left is counterclockwise.
