Are comments in Kodi soruces and python-docs are licensed under GPL?

I currently maintain the xbmcstubs project. I didn't create it from scratch but forked it from other project on GitHub. Recently I was contacted by the author of the original xbmcstubs with the request to remove GPL v.3 license notice from my version of xbmcstubs because the original xbmcstubs didn't have any license notice. My point is that most (around 90-95%) of the xbmcstubs code are documentation strings taken directly from Kodi sources and Python docs with minor or no changes at all. This was from the very beginning when the original xbmcstubs were created. Thus, xbmcstubs automatically fall under GPL conditions as a 'derived work' from XBMC/Kodi.

So I want to ask Team-Kodi members, am I right or wrong?

(Obligatory IANAL and this is not team kodi's views but mine) but I'd say you are absolutely right and that guy is violating the license. GPL license the "work", not just limited "code" parts. In python docstrings are also actual parts of the program.
