my question is if I can you a dish vip722 STB and install KODI on it and use it as a stand alone OTA PVR , any suggestions or help would be great.

Again suggest that you instead buy a Raspberry Pi 2 plus a compatible USB or network TV-tuner for OTA (free television) and then install OpenELEC.
