Is it supported to backup KODI on windows and restore on Android ? (using the BACKUP add-on)

It's not specifically supported, but it normally works. Just double check your Settings under "System" for the hardware-sepcific settings like audio output and video output.

I have successfully backed up on Android and restored to Windows using a memory stick.
Somewhere along it says that you are installing from a different source but just click yes and it all goes through.
One thing though, the Kodi Backup/Restore does not restore absolutely everything and you may well find you will need to rearrange the Home window and Add-on shortcuts.
