Are there any tablets which can boot openelec from sd card. Or a multi boot android Windows which one os can be replaced with openelec. Even which tablet runs kodi well.

Unfortunately I can t help with that, but I would be very interested why you are not trying Kodi for Android as an app? It's provided in the download section.

I use kodi alot on various devices its the best app hands down, but prefer the edge openelec has. I haven't heard of any tablets which boot OE from sd. Ideally to sd boot all systems like ubuntu, windows etc.
Basically looking for new tablet and trying to do homework.
