One thing to note is the bios is a bit strange and pressing escape to go back after setting the keyboard wake on lan to enabled actually doesn't save the change, it was some other button (can't remember which but it tells you on the screen). I hadn't noticed this at first and couldn't work out why it wasn't working until I went back in to the bios.
I think I'll have to check my settings again. I think it's F5 or F10 to save/confirm the changes in the bios. I had the same issue initially like you - unless you do the confirm/save step all the settings are not updated.
My IR receiver is plugged into the USB2 port next to the headphone socket, which has the keyboard logo next to it. I'm fairly sure that's right?
Are you able to confirm all the relevant settings you have changed in the bios, just incase I missed anything?

The only setting I changed was "Power -> Hardware Power Management -> Power on from USB Kbd Port". And yeah it is F10 to save that change, bit strange never seen any other BIOS make you confirm like that before. Usually you just confirm all changes together on exit.
