Weird artifacting - how to prevent this?

Hello,
I sometimes have issues with weird artifacting on my videos. I made a YouTube video showing the issue in action: https://youtu.be/YpBNFR9YFK0

Does someone know what is causing this issue? What do I need to do/avoid during encoding to prevent this?

Post mediainfo of file.
Most likely an unsupported codec like Hi10P H.264 or GMC with warp points in MPEG-4.

Read this and avoid GMC in the future.

With a nightly build (e.g. Milhouse) or the upcoming Isengard release, this file will play correctly.
(We detect it and switch to software decoder).
