Do you have a video game controller plugged in by any chance?

Do you have any usb devices conected other than a keyboard, for example a game controller? if so try disconnecting them.

There is an enable / disable check box for game controllers. It is enabled by default and I am not sure if disabling it will help you or not, but worth a try.
System Settings -> System -> Input Devices

There's also a deadzone setting in
advancedsettings.xml (wiki). If you're willing to do some testing, we can see which value might be good for a new default.
