Same issue here, though I plan to keep Windows 10. I'll get a log if I get time... seems to happen mostly on x265 videos though.
Windows 11 Pro, Kodi 20, AMD Ryzen 9 5900X, 32gb RAM, nVidia 3080 ti

Use the keybaord 'o' command and see if the decoding is at threshold. Bet x265 gives a lot of hiccups to borderline systems.

Are you able to upgrade to the RTM build (10240) and see if the behaviour is the same?
Kodi 17.6 on multiple Windows 10 x64 machines with shared MySQL 5.6.43 database. Kodi 18 on Xbox One. Content (music, video, photos) stored on Windows Server 2012 R2 file server and accessed by SMB.

DX12 is just an extension of DX11.
From what I hear Win10 is optimised for apps running DX11/12.

The DX11 build fixed those errors for me with Windows 10 Build 10240 RTM.
