Is there any way /format to generate "playlists" for pictures? I'd like to sort my most favorite vacation pictures (jpegs) and have a "playlist" to play the pictures on KODI.

In order to save hard disc space i would rather use a "playlist" function instead of having seperate best folders and seperate copies of the same pictures.

Have a look at this plugin, it builds a database of your pictures. You can generate playlists, it will scan tags and a lot of other things.
