with chromebox i dont have the possibility to expand my little htpc, with an htpc i can buld something better and powerful right?

for S.O both are good and i'm fine with both. Maybe i'll start with linux and then if win10 make a build for low range pc i ll use it.

Full blown HTPCs are a thing of the past, unless you are a gamer or have very specific requirements. Of course, that is my personal opinion

My suggestion is, specially with that budget:
- Get a NAS. This will hold your media files and can be shared via UPNP and network shares to all your devices. You can also make you NAS a torrent client, sickbeard, couchpotate, etc, etc. Too many options actually.

- Kodi media player such as a set-to-box or the Chromebox, Pi2, BI320, HP stream mini (most under $200 USD). Plenty of others as well, it all depends on your requirements. But to just play videos, no need for high end components.

If you get the correct NAS, you might not need to touch it again for years! For the client, it might be sooner than expected with all the hardware changes coming up soon.

that is the idea?
but chromebox for play bluray 1080p or 1080p untouched or 1080p rip is enough? (video files like 20gb more or less...)

As Roby77 mentioned earlier...

read http://forum.kodi.tv/showthread.php?tid=94268

For playing files, the cheaper model is more than enough. ASUS CHROMEBOX-M004U, not sure if available at your country...

Also, chances are any NAS you get, it will be some light flavor of Linux. But this might be a problem for beginners as you would have to learn it. Nevertheless, they can be very powerful.

but it all comes down to your requirements and what you like and want.

the problem is..my 2nd tv is old, have an integrated player (samsung) but dont read the latest codec/format video, so if i share on it through dlna will not play my video files, so maybe i need to put the chromebox and use the 2nd like a monitor and see the video files with kodi, (video files that i ll be storage on the nas right?) and through the dlna use my latest 1st tv (smart tv samsung)

but otherwise, with an htpc where i can install everything and its more powerfull than an asus chromebox, i can put a simply raspberry pi2 (or roku, amazon fire box, chromecast etcc) to 2nd tv and share on it.

With a pc i ll not find problem with torrent / Direct Link files bcs the software are optimized for windows or linux, with nas i could find some problems.

with that solution i need to take an asus, take a nas and in future another player with the same budget.
