Can't control volume from Aerb or Logitech RF keyboard

I've been unable to get the Aerb Air Mouse or the Logitech K400 to control the volume.

When I press volume up or down on either device, the OS X volume control UI briefly appears. It seems that OS X tries to process the codes for volume internally, and does not pass them on to Kodi.

Remapping won't work, because the codes never get sent to Kodi - you can't remap what you can't see. I tried various combinations of enabling/disabling the IR receiver (which I don't use anyway since the Aerb and Logitech are RF), all the remote related settings in Kodi - to no avail.

Does anyone know how to set this up?

The plot thickens.

After enabling the Apple Remote and installing the Pulse-Eight CEC-adapter, when Kodi is playing a movie, it turns out the Apple Remote quite happily controls the TV volume. The Aerb Air Mouse and Logitech K400 still don't. They still just control the computer volume, not the TV.

Volume controls on Apple Remote → TV
Volume controls in Air Mouse → computer
Volume controls on Logitech K400 → computer

How can I make the Air Mouse and Logitech keyboard control the volume of my TV?
