Is there a way to make it not do that? or do I just simply install without removing the older version?

Your add-ons, if they are kodi supported, will stay as long as they meet the dependencies for the new version.
Otherwise, you can check your addon providers for support notes.

No upgrading will not delete your add-ons, but they might break.

Best to make a copy of your data/settings folder.
C:\Users\[USER]\AppData\Roaming\Kodi
That way if something breaks you can copy it back.
