Has anyone had an issue where things that should refresh with new data periodically just don't refresh?

For example, i have a skin widget that looks for the latest news by the Associated Press. When i first activate the widget, it pulls in all the top stories but it will never refresh.

Another example is the EPG guide for IPTV Simple Client. It caches 3 days of the EPG but after the 3 days, my guide is empty. It is supposed to refresh the guide data every 2 hours.

That same skin and setup, backed up with the Backup tool, and restored in Windows works perfectly. Everything refreshes as it should. So i know it is not a skin problem but an Android problem.

This is on Kodi 14.2. I will try tonight with 15.1 and see but i want to know if this is a known issue or not

Oh a bit more info JIC:

Original OTT MXQ Amlogic S805
Android 4.4.2 July 20th Firmware
Kodi 14.2, using a secondary profile (Not Main User)
Tried unrooted and Rooted.

When rooted, Kodi chmods a bunch of folders at every launch. Is that normal? Shouldn't it only chmod stuff once?

When you restart kodi does it refresh at least?

For the skin widget: i would check with the skin author. Might have a forum on here: http://forum.kodi.tv/forumdisplay.php?fid=67

Nope. No refresh when i restart Kodi. I have to disable caching the EPG and actually delete the XML file from addon_data for it to refresh... Deleting the guide data from the Live TV menu doesn't do it either...
