Is there an app (or some other method) that will allow me to download programs, movies, etc from Kodi/tvmc to my hard drive so I can access them later with out being on line to do so?

Play Later would do this for you and there is a Play On browser addon which could access this content however Play Laterf does break the Terms of Service of Netflix/ Amazon Prime video. Take a look at their site and see if it works for you and your subscription service.

downloaded playon addon for Kodi, set it up but when i went to use it all i got were error screens "script failed"? any suggestions of what I need to correct?

There is a dedicated thread for the Playon add-on here. Have you downloaded and installed Playon and Playlater from http://www.playon.tv/playlater ?
It is a two stage process,
1) Install and test the Playon/PlayLater software and check this works
2) The Playon Kodi add-on browses your Playon software and displays it in Kodi.
I don't use PlayOn myself but it seems to do what you are after.
