I read that the Nvidia Shield has native HDMI-CEC however I cannot find any discussions where KODI installs have been able to access this functionality. Can anyone confirm whether or not a KODI shield can use CEC without a 3rd party adapter?

Conversely, does anyone know of another android based box that has native CEC support?

I am having problems with the pulse eight adapters breaking or not lasting very long and i want to remove this variable from my setup.

Generic Android-level CEC support is available, however Kodi will not see a CEC device directly, but instead just treat it like generic input.

This is because there is no support for Shield's native HDMI-CEC implementation in Libcec, which is what Kodi will require for full CEC support.
