I went ahead and did what MetalChris mentioned for you. Install this zip, it should work for Kodi 14.

kodi 17.1 on windows 10. tried a clean install of kodi as well as the plugin and still fails. this plugin is broken.

I can see some timeout errors and a handshake issue in the partial log you posted. A link to a full debug_log (wiki) might provide more insight. I don't use Windows, but plenty of others here do and might be able to provide some suggestions if I'm unable to do so.
Wondering though if this might have something to do with pyopenssl, and if uninstalling it would make a difference.

What you posted before does not contain any useful information, you need to post a entire log (see first post). I am running the addon on 2 separate Win 10 machines without issues. A complete log file would help.
EDIT: Reread your post and I do see the SSL errors now. Let me see if I can find any info that may be helpful.

respect the suggestions and thankful for it but i dont want to screw with python versions that are not default to kodi as that could break other addons (like plexkodiconnect which is super sensitive and was a pain to get to work in kodi 17) also sudo may work on my windows 10 box if I install bash lol
like mentioned before, i can play highlights and previews without issue, but live fails, doesn't even give me an error prompt anymore, just acts like its going to open, kodi flickers and then nothing.

It's defiantly something to do with Kodi 17.1, as 16 never had a single problem. I have three other Android boxes (Minix Neo U1) still running 16.1 without issue. It also plays perfectly in XBMC for Minix.
Anyone else experiencing this in Kodi 17.1?
