I wanna know where the config file ( maybe xml file ? )esp. for the submenu saved at ? TIA

it depends on what version of kodi you're running.
could be ../userdata/guisettings.xml
or ../userdata/addon_data/skin.aeon.nox.5/settings.xml

In addition to what ronie said, the submenu uses skin.shortcuts, so those settings are saved in ../userdata/addon_data/skin.shortcuts/
