A start might be trying to figure out what kinds of things you are interested in. Addons cover an absolute ton of ground. There are even many legal addons that aren't even in our repo for one reason or another.

I would assume any addons found via the Kodi.org forums would be considered "Legal".
Not all plugins make it into Kodis repository, but that doesn't make it "Illegal"
