Today i went to try to open Kodi and i have the isregard 15.1 and it said unbale to create application so i deleted it and downloaded the most recent update and it still says unable to create application what do i

If this is a first time you have run Kodi, then it's possible you don't have the correct hardware.. check supported hardware (wiki) the usual issue is incorrect gfx support.

I'm not sure how you uninstalled Kodi, it's two parts.One in the programs folder, and the other part is in the roaming folder. It's likely you missed the roaming folder, and as such still have some user-data files from the older install creating the issue you originally had.

move away profiles.xml from your userdata or even guisettings.xml

I get a similar error in Windows 10 x64 when I run my Kodi install from the C: drive in portable mode. To get it to run I have to run Kodi every time with Administrator rights.
