I do not get the option "GET ADD ONS." I am using a win7 desktop computer.

Try (assuming Confluence - the default skin) and current Isengard:

System -> Settings -> Add-ons

You'll get several options, including Install from Repository and Search - which are probably the ones you need if you're looking for something specific.
