Graphics Controller: Intel GMA X4500

Looks like you will not get H264 / VC-1 Hardware decoding out of this chipset. GMA X4500 is a G43 Chipset. You need the GMA X4500HD. So Software decoding only.

Windows XP is no longer supported by XBMC/Kodi, if you can run OpenELEC on it you will likely be fine. OpenELEC can be run from a USB Stick.

XBMC 12.2 Frodo is the last version for Windows XP

Notice the "HD" part. X4500 only works halfassed with 720p. At least with Linux. Maybe it works better in windows. Come to think of it, the HD version probably works halfassed in Linux too, but I'm pretty sure it works OK in Windows. Both versions require a special version of libva that you probably need to build yourself.
YMMv and I may also be wrong.

Anyways the cpu is fast enough to do software decoding. In fact it should be able to decode Big Buck Bunny@1080p60.
