Both AFTV(2) and Shield run HotPlug. Both seems to work just fine and spin up the shutdown CPUs on demand. Kodi needs to bring in the fix that MrMC/SPMC run to zero the percent CPU on shutdown CPUs or what you see on the display is misleading.
As for 16.1, you have quad support but the CPU display does not know about ones that are shutdown. If you spin up a lib update, then quickly check, you will see them appear.
