I portable installed Kodi 16 1216 nightly and enabled PVR.WMC 0.6.11. It worked yesterday, but today it is failing when Kodi attempts to load the pvr.wmc.dll. I went back to a Kodi 16 B1 install that has PVR.WMC 0.6.9 installed and that one works. Log is here: http://xbmclogs.com/psksna9gh
After failing to load, Kodi disables the addon. I can enable it, but on a restart it fails to load again.
Update: I blew away my pvr.wmc settings folder and let Kodi recreate it and it worked. I compared the working to the previous settings.xml and the only thing changed was I had "signal" value="false". But then I used the add-on configure UI to set it to "on" (true) and it still works. So I am at a loss to understand why it failed but now it is working.
