Well there are two ways to do this

1) ship them all by default in the install package
2) rely on the fact that user has a working network connection which auto fills the list with available languages from the server.

2) can be an issue if your network isn't up yet or you only do the network setup after you do language choice

openelec once added ALL language addons to their image, just to make "choose your language" wizard option work. not sire if that's still the case.

the point is, if osmc is doing the same, those addons are system/pre-installed addons. they can not be uninstalled because:

1. in openelec - squashfs image is mounted at /, you can't uninstall anything
2. in osmc, kodi runs as non-root. you can't uninstall anything from /usr.
