everything in official repo is whitelisted Wink And if you think about it for a second, any streaming services/add-ons that offer the latest movies and tv-shows for free can't be legal in any way. If you find an add-on that requires a payed subscription to be watch (and payment goes to content provider and not a piracy site ofc), consider that one white listed.

Unfortunately most or all legal streaming services make use of DRM and thus can't be watched with OpenSource players unless they have some closed source DRM module and run in a closed eco system that guarantees that the picture can't be captured at any stage from decoding to display. Not that DRM or any copy protection would prevent piracy from happening, it's only putting stones in the way of paying customers, but that's how the movie industry treats it's customers.

And any addon you might find on this forum (not everything on this forum is in the official repository, for example the Google Play Music addon isn't) is also fine.

There is one thing though... some pirate providers can look genuine and even charge a fee that isn't too low to be suspicious

They could even go one step further and make an account system that their addon authenticates

In some cases I could see this being very confusing to the user as they think they're paying for a legal service when in fact they're not...

But yeah, if it's free and premium content... it's not legal...

This isn't always the case. Tubi TV and Popcornflix are two examples of free content that's pretty high quality and legal.

But what I meant is that you aren't going to find things like HBO, ShowTime, etc online for free...

I think it can be said that any add-on providing free access to the latest (like just being released on DVD, Bluray) blockbuster movies and tv-shows for free (no ads, no charges, ...) can be considered illegal. As Nate mentioned, there are a few legal ones, but these usually only provide rather old movies or b-movies.

Well, there many nation public broadcasting services out there, which have addons in the official repo, that do give free, legal, no-ads access (albeit geoblocked) to such 'premium content' so it's not as black and white as whether or not you can watch HBO series. It's more important who is providing it and how much (eg. the above will always have a limited selection, never hundreds of free movies available)
