I'm looking to build a 4k HTPC. Does anybody have any suggestions on graphic card requirements for this?

Don't buy it. It's that easy.
There is currently no real hw on linux that does decode 4k 60p hevc 10 bit with proper support of everything else you wanted to have. Even the GTX960+ that should be able to do it, don't have ffmpeg support yet.
Save your money.
If you only are intersted in hevc 8bit or h264 NV12 4k ... get the cheapest Braswell.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

thanks for the advice bud. If i wanted some more meat, any advantage to an i7 broadwell? except the obvious processing power?

No there is not. Unless you need to watch content and encode/stream three videos at once or run a lot 10+ services on your HTPC (which you usually should not), do not do so.
Save your money.
