Can a firestick be read and cloned to another firestick?

Nope, pretty sure you can't (but, not 100% certain). Are you trying to really clone your Kodi set-up? If so, one of two methods...

Assuming you ideally have the same version of Kodi installed on both Fire Sticks:

1. Get the 'Backup' program add-on on the Stick you want to copy from. Use it to Backup (copy) your set-up to a network share or whatever storage you have. Then, use the 'Backup' add-on on the other Stick to Restore, or
   
2. Use a file manager like ESFileExplorer (may need to sideload) to copy the entire .kodi folder from one Stick to the other.
