Update in case someone else has the issue. It's all working now. It's not the EoP, not the router as a switch, not Windows 10 to Windows 7...really I have no idea what it was. I turned off and on UPnP and changed some of the settings within it off and on a few times and it suddenly started working

Ha! Blaming Windows is what I usually do...And it was the issue when kodi remote wasn't connecting for me previously.

But this time it seemed that something was just going on with kodi not staying the UPNP server despite the options being enabled
