Can you please tell me what exactly you want to achieve? Because that's an addon settings xml file. This has nothing to do with the skin engine.

I want to change that pvrmanager.enabled value from true to false or false to true using py (Python file). I mean via a Addon

Sry, you are in the skinning board category. This has to be done directly in th .py file of your addon. Take a look at the code of skin helper service how this will be done. For addon development related questions, you should ask your questions directly in the addon development section.
