This is possibly a stupid question and not one if I am sure I can ask. But if I had an idea for a skin I wanted for a project and seeing as I have no understanding of skinning. Is it possible that there is a service out there that I could pay someone and just photoshop some images up for them to create my desired theme for me?

I'm not aware of any 'service' that does this, although if the rewards were high enough, you might get someone to take it on. Please check out all the applicable skins, then at least you'll have the least amount of effort.

Post your mock-ups in WIP Skins and if they're good enough you might get a skinner interested in coding it.
