Just to be clear, you need the module in kodi's addon folder, not in a systemwide python setup.

Ok, it seems to be a problem with libreelec not providing requests as expected. There should be a folder called script.module.requests in your kodi's addon folder on libreelec. If there is one, I can't really tell you why it's not loading the module, it should, but if it doesn't, there might be some issues with libreelec itself. TBH, I'm not familiar at all with that distribution and cannot tell you why that error then occurs.
