I installed the client and configured with the following links:
PVR IPTV SIMPLE CLIENT LINK:
IPTV URL – http://xmltvguide.info/xmltv/tv.m3u
IPTV EPG – http://xmltvguide.info/xmltv/guide.xml.gz
IPTV LOGOS – http://xmltvguide.info/logos

I have it enabled and then restarted kodi.

However, I don't see the client install start. I don't have a TV option in the menu bar.

What am I missing?

I had this thread opened a few days ago and a moderator moved it too spam and closed the thread.
Another user is having the same issue and posted on the other thread.

That makes no sense. It's not spam and multiple people are having issues.
Kodi isn't showing the TV option in the menu bar.

I'm trying to use whatever client provides live local tv. I'm not looking for pirated movies.

You provided a link to a website that provides information about banned piracy add-ons and repos. That is why your thread got trashed.

Have you even checked if the IPTV URLs are working? I think you'll find the website is down.
