Yes - remove the window manager and directly start kodi from the login manager.

I'd like to see a a Debug Log from the working linux installation, please. Also OpenELEC will show us if it's a configuration issue.

Gui settings are stored in xml, but per video scaling / deinterlacing / whatever settings are stored in the relevant sqlite dbs.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

update - I've replaced the graphics card with GT-730 (2GB). issued continued.

I then looked at kodi's output, and realized that the player consistently SKIPS frames, but does not DROP frames.
looking around i realized that skipped frames are due to adjustments to refresh rate and dropped frames are due to cpu\gpu performance.

The file frame rate is 59.940, while nvidia driver sets tv refresh rate to 60.
Using xrandr i set the tv refresh rate to 59.9, and all is good now!
