I have no TV submenu. And when I go into settings to check to see if it is "hidden" the box is not clicked. But the selection for it is dimmed out. So it should be enabled as it is.

it's only enabled if you have a running and configured PVR add-on. Do you have a PVR server running and an add-on configured?
