Pirated Boxes

I recently went to a local Home and Garden show and in every building there was at least one vendor pitching “free TV an easy way to cut your cable” for $258.00. As I watched them demo their boxes I realized they were running Jarvis with mostly non-approved (Piracy add-ons). Isn't it against the law to publicly sell something that is promoting Piracy? If so who do you report it to? I can see the FCC cracking down on this and really killing KODI if these types of pre-loaded boxes are allowed to be sold.

It's like counterfeit DVD's, plenty of entire stores selling illegal goods, they get closed down and lose the inventory, but it's like wack-a-mole and the priorities are in other places and the penalties are low enough, and the rewards high enough that this is an ever pervasive problem. We know most of the people who buy into this, are entering a world of painful discovery that their money is gone as the add-ons fail to function.
