got a XFX AMD Radeon HD 5450 card do I ENABLE hardware acceleration or turn it off? I ask because since upgrading to the latest Kodi the video playback is freezing and I get audio only. I fixes this before but I can't remember how.

Because the DEV wants to see the errors you are getting to try to assist you. Thats why a log is needed. Maybe the DEV wants to fix the issue, but he/she needs your logs to try to solve it
I never understand why arguing with a Dev when he/she asks for logs. They are trying to help, but people just question why they have to put the effort in to get things fixed rather than supplying the information requested.

fair point and well taken. It's not laziness on my part just I didn't want to snow anyone under with clutter when the answer might be a simple one. That said I understand your point, thanks for making it and I am sorry to have given the wrong impression

dmesg | pastebinit
dpkg -l |grep mesa | pastebinit
vdpauinfo | pastebinit
without those - no help possible. 5450 works perfectly with the OSS driver -> so it's your personal issue.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

All fine.
Under Video -> Acceleration: Disable VAAPI and enable VDPAU and also enable VDPAU Mixer.
