Well I poked around ATV 4 filesystem for a few days trying to upload images to the directory within kodi with no luck, so I decided to search for other means of changing the wallpaper. To be fully honest it's pretty simple. Add-on Installer wasn't working for me either. So I couldn't use other peoples images so I used my own.
Pretty simple so here goes, hope it helps.
In Kodi click the Add-ons Tab > Kodi Add-on Repository > Picture Add-ons > DBMC (This is the name of the dropbox addon) Once installed perform steps below
Link drop box account, I won't provide information on this as it's written already and very straight forward after downloading the add-on
Once linked go to home on Kodi > Settings (gear at bottom of the page) > Skin settings > enable custom background > IMG Path (now it's going to want the location of your image)
Back back back till you see HOME directory when finding IMG Path > UserData > Addon_data > Plugin.DBMC > Click your DropBox account name > Shadow > NOW CLICK YOUR DESIRED WALLPAPER IMAGE!
