What version of Windows are you running?
What type of hardware do you have?
I have not seen such an error in a while, what versions of Kodi have you tried?

Was it the original OS on that system or the result of an update?
This kind of error usually is caused by remnants of old OS or an installation of a 32 bit app/game for previous/non 64bit MS versions.
If you run sfc /verifyonly , do you get any errors?

I have the same error after upgrading to 17 alpha 2. The cbs file is long and filled with errors. Would you like a copy?
Also on win7 ultimate 64bit, intel i3 proc with intel HD graphics.
No errors before, system has been untouched for about three years, only change is kodi updates.

I have found the solution. Apparently I was missing some windows updates. After updating my system everything is in working order now.
