I looked around and could not find what I was looking for, but if it is there i apologize.

Is there a way in the Apple TV 4 side loading process to also set up the advanced settings.xml file so I am able to point to the MySQL server?

You could try using the Kodi file manager (wiki). Place the advancedsettings.xml file on a samba share and then copy it over to the "profile directory" folder, which is the userdata folder.
